A federal district court has ruled that a company that sold in interstate commerce a sealant containing polychlorinated biphenyls (PCBs) may be liable under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) for disposal. The plaintiff, a natural gas pipeline transmission and distribution company, alleged that defendant Rockwell International Corporation continued to sell a PCB-containing sealant after Rockwell knew or should have known of the PCBs' inherently dangerous characteristics. * * *
